Paul V. Smith, 69, a retired director of research for the , died Sept. 9 of sepsis. Mr. Smith had worked for the Washington-based advocacy organization for more than 30 years. His 1974 study on children out of school, the group鈥檚 first report, helped lead to what is now the Individuals With Disabilities Education Act.
